This study aims to analyze the implementation of policies for addressing homelessness and begging in Gorontalo City based on the policy implementation model developed by Donald Van Meter and Carl Van Horn. This research employed a qualitative approach with a descriptive method. Data were collected through observation, interviews, and documentation to obtain an overview of policy implementation and the factors influencing its effectiveness. The findings indicate that the policy for addressing homelessness and begging in Gorontalo City has been implemented, but its implementation has not yet been optimal. Several challenges contribute to this condition, including limited human resources, budget constraints, inadequate rehabilitation facilities, and ineffective inter-agency coordination. Furthermore, the social, economic, and cultural conditions of the community also influence the success of policy implementation. These findings suggest that policy effectiveness depends not only on government program implementation but also on resource availability and the involvement of various stakeholders. Therefore, strengthening institutional capacity, improving inter-agency coordination, and encouraging community participation are necessary to support more effective and sustainable efforts to address homelessness and begging in Gorontalo City.
