Sistem Informasi Manajemen Aset dan Persediaan Berbasis Web Sebagai Instrumen Akuntabilitas Pengelolaan Barang Milik Negara

This study aimed to design and develop a web-based Asset and Inventory Management Information System named SIPANDU to support accountability in the management of State-Owned Property at the Educational Quality Assurance Center (Balai Penjaminan Mutu Pendidikan/BPMP) of Gorontalo Province. The existing management process for State-Owned Property, which still relied on semi-manual procedures, resulted in reporting delays of up to six months, inaccurate asset data, and administrative inefficiency. The system was developed using the waterfall methodology and implemented in PHP with the Laravel framework, backed by a MySQL database. Requirements analysis was conducted using the PIECES framework, while the system design was modeled using UML. The developed system accommodates eight levels of user access rights and automates loan requests, inventory movement tracking, and the generation of Handover Minutes (Berita Acara Serah Terima/BAST). Unit testing using White Box Testing showed that the critical stock-update function had a Cyclomatic Complexity of six independent paths, all of which passed the tests, while Black Box Testing confirmed that all 47 functional scenarios passed. Usability testing involving 25 respondents resulted in a System Usability Scale (SUS) score of 85.60, categorized as “Excellent” and “Acceptable.” These results indicate that SIPANDU is expected to support a more centralized and traceable process for recording State-Owned Property, although the SUS results should be interpreted as an initial indicator rather than a generalizable finding due to the limitations of the convenience sampling technique used.
