Abstract

This study aims to identify and analyze the positive and negative externalities of tourism industry development at Batu Pinagut Beach on the socio-economic conditions of economic actors and the local community in East Boroko Village, North Bolaang Mongondow Regency. This study adopts a quantitative approach with a descriptive survey design. Primary data were gathered through field observations, Likert-scale questionnaires, and brief interviews with respondents selected via purposive sampling. Data analysis was performed using descriptive statistics, classical assumption tests, and a two-model linear regression analysis to evaluate the impact of tourism development (X) on the positive externalities of economic actors (Y1) and the negative externalities of the community (Y2). The empirical results for Model 1 indicate that tourism development has a positive direction on the economic impact of local actors (b = 0.194) but is statistically insignificant (Sig. 0.082 > 0.05). For Model 2, tourism development shows no significant effect on negative community impacts (Sig. 0.602 > 0.05) with a very low R2 value of 0.007 (0.7%). These findings imply that the economic trickle-down effect has not been fully optimized due to the limitations in the absorptive capacity of local UMKM, while current tourism activities remain well within the region's environmental carrying capacity. The study recommends regulatory synergy in optimizing commercial zoning, cleanliness management, and capacity-building programs for micro-businesses by the local government.
